Tularosa Municipal Schools
DISTRICT-WIDE FAMILY AND PARENT ENGAGEMENT PLAN
PART I: GENERAL EXPECTATIONS
The Tularosa Municipal Schools agrees to implement the following statutory requirements:
A. The school district will put into operation programs, activities and procedures for the involvement of parents in all of its schools with Title I, Part A programs, consistent with section 1112 of the Every Student Succeeds Act (ESSA) 2015 which is the latest authorization of the 1965 Elementary and Secondary Education Act (ESEA). Those programs, activities and procedures will be planned and operated with meaningful parent and family involvement.​

B. Consistent with section 1112, the school district will work with its schools to ensure that the required school-level parental involvement policies meet the requirements of section 1112 of ESSA, and each include, as a component, a school-parent family and parent engagement plan consistent with section 1112 of the ESSA.
C. The school district will incorporate this district-wide parental involvement Plan into its Educational Plan for Student Success developed under section 1112 of the ESEA.
D. In carrying out the Title I, Part A parental involvement requirements, to the extent practicable, the school district and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migrant children, including providing information and school reports required under section 1111 of the ESEA in an understandable and uniform format and, including alternative formats upon request, and, to the extent practicable, in a language parents understand.
E. If the LEA plan for Title I, Part A, developed under section 1112 of the ESEA, is not satisfactory to the parents of participating children, the school district will submit any parent comments with the plan when the school district submits the plan to the State Department of Education.
F. The school district will involve the parents of children served in Title I, Part A schools in decisions about how the one percent of Title I, Part A funds reserved for parental involvement is spent, and will ensure that not less than 95 percent of the one percent reserved goes directly to the schools.
G. The school district will be governed by the following statutory definition of parental involvement, and expects that our Title I schools will carry out programs, activities and procedures in accordance with this definition:

Parental involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring—
1. that parents play an integral role in assisting their child’s learning;
2. that parents are encouraged to be actively involved in their child’s education at school;
3. that parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child; and
4. the carrying out of other activities, such as those described in section 1118 of the ESEA.

PART II: DESCRIPTION OF HOW THE DISTRICT WILL IMPLEMENT REQUIRED DISTRICT-WIDE PARENTAL INVOLVEMENT PLAN COMPONENTS
A. Tularosa Municipal Schools will take the following actions to involve parents in the joint development of its district-wide parental involvement plan under section 1112 of the ESSA:
1. The Parent and Family Engagement Plan will be placed on www.tularosak12.us for parent comment/input.
2. Input will be solicited during parent advisory meetings.
3. Input will be solicited at Tularosa Municipal Schools Board Meetings.
B. TULAROSA MUNICIPAL SCHOOLS will take the following actions to involve parents in the process of school review and improvement under section 1112 of the ESSA:

1. Input will be solicited during parent meetings and open house at each school site.
2. Input will be solicited from the School Parent Advisory Councils that includes parents as members.
C. TULAROSA MUNICIPAL SCHOOLS will provide the following necessary coordination, technical assistance, and other support to assist Title I, Part A schools in planning and implementing effective parental involvement activities to improve student academic achievement and school performance:
1. The Superintendent or designee, who coordinates the federal programs, will consult with building principals in the planning of parent activities.
2. The Superintendent or designee will attend as many of these activities as possible.

D. TULAROSA MUNICIPAL SCHOOLS will coordinate and integrate parental involvement strategies in Part A with parental involvement strategies under the following other programs:
1. The elementary principal sends school representatives to the local head start and arranges for kindergarten screening for them.
2. The Superintendent or designee cooperates with the local Adult Basic Education Program that serves some of the parents of our students.
E. TULAROSA MUNICIPAL SCHOOLS will take the following actions to conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of this parental involvement Plan in improving the quality of its Title I, Part A schools. The evaluation will include identifying barriers to greater participation by parents in parental involvement activities (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background). The school district will use the findings of the evaluation about its parental involvement Plan and activities to design strategies for more effective parental involvement, and to revise, if necessary (and with the involvement of parents) its parental involvement policies.
1. The evaluation will be conducted via Parent Conferences and Parent Advisory Meetings.
2. The Principal at each school site will solicit input from parents.
3. Parents will be able to respond in various ways.
4. The information gleaned will be used to improve the effectiveness of our policies and programs.
F. TULAROSA MUNICIPAL SCHOOLS will build the schools’ and parent’s capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement, through the following activities specifically described below:
1. The school district will, with the assistance of its Title I, Part A schools, provide assistance to parents of children served by the school district or school, as appropriate, in understanding topics such as the following:
a. the New Mexico Content Standards and Benchmarks and the New Mexico Common Core State Standards
b. the New Mexico student academic achievement Annual Measureable Objectives
c. the New Mexico Standards Based Assessments and the Partnership for Assessment of Readiness for College and Careers (PARCC) including alternate assessments and the district short cycle assessments
d. the requirements of Title I, Part A schools
e. how to monitor their child’s progress
f. how to work with educators
2. The district will provide annual parent meetings to review the achievement standards and assessments and to discuss ways that parents can monitor their child’s progress.

3. Information will be provided on the district web site, during annual parent meetings, and parent-teacher conferences regarding content standards and other information pertinent to NCLB.
G. The school district will, with the assistance of its schools, provide materials and training to help parents work with their children to improve their children’s academic achievement, such as literacy training and using technology, as appropriate, to foster parental involvement by:
1. providing educational materials for loan at each school site library;
2. providing training through the Parent Teacher and Parent Advisory meetings in each building and school site meetings;
3. notifying parents of meetings using Alert Solutions as well as notes home, student agendas, and newspaper publication of meetings; and
4. providing Power School, an online grade-reporting and attendance program, to all district parents and students.
H. The school district will, with the assistance of its schools and parents, educate its teachers, pupil services personnel, principals and other staff, in how to reach out to, communicate with, and work with parents as equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools by:
1. promoting parental involvement in all discussions with staff and in the goals of the district’s strategic plan; and
2. promoting documentation by teachers and schools regarding how they contact and involve parents.
I. The school district will, to the extent feasible and appropriate, coordinate and integrate parental involvement programs and activities with Head Start, and other programs, and conduct other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their children by:
1. sending school representatives to the local Head Start and arranging for kindergarten screening; and
2. cooperating with the local Adult Basic Education Programs that serves some of the parents of our students.

J. The school district will take the following actions to ensure that information related to the school, parent programs, meetings, and other activities are sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand.
1. Documents will be provided to parents of ELL students in their preferred language as indicated by the home language survey.
2. Clear and concise information regarding meetings and programs will be sent to parents of Title I students, and parents will be notified by telephone using School Messenger.
3. School agendas will be used to provide information to parents.

PART III: DISCRETIONARY DISTRICT-WIDE PARENTAL INVOLVEMENT PLAN COMPONENTS
A. To improve parental involvement, TULAROSA MUNICIPAL SCHOOLS may choose to:
1. provide necessary literacy training for parents from Title I, Part A funds, if the school district has exhausted all other reasonably available sources of funding for that training; and
2. provide other reasonable support for parental and family involvement activities under section 1112 ESSA as parents may request.

PART IV: ADOPTION
​
This district-wide Parental Involvement Plan has been jointly developed and approved by parents of children participating in Title I, Part A programs, as evidenced by the Parent Advisory Meetings.
This Plan was adopted by the Tularosa Municipal Schools on October 10, 2018, and it will be in effect for the period of one (1) year. The school district will place this Plan on our district www.tularosak12.us on or before October 17, 2018. We will also share the Plan with and provide to all parents of participating Title I, Part A children at Parent Teacher Conferences, Parent Meetings, and Parent Advisory Meetings.
